An Coimisiún Pleanála has thrown out Irish Cement's appeal against the construction of 139 new homes near its factory in Mungret.
The company had objected to the development, arguing that it could "inhibit" its own expansion plans.
Any further housing on the land could "inhibit" its own expansion.
The national planning appeals body has backed the council's decision, allowing the construction of 139 homes along the N69 to proceed.
