Bradley's opinion, AG-03-25, titled “Regarding the Use of Blood Quantum in Membership,” instructs the Office of Vital Records and Identification and the Enrollment Screening Committee to recognize Navajo ancestry and cultural knowledge as valid bases for enrollment.
